The REAL ESTATE APPRAISAL PRINCIPLES course provides a foundational understanding of basic appraisal principles, required for becoming a real property appraiser trainee and for all levels of licensing, covering real property concepts, legal descriptions, value influences, economic principles, market analysis, and ethics. The CULTURAL COMPETENCY course, mandated by California Assembly Bill 948, provides in-depth training on bias, covering various types and their impact on real property valuations, with a focus on unintended biases and how to avoid them in appraisals, along with cultural competency and fairness in housing.

  • Cultural Competency: The course will provide at least one hour of instruction on cultural competency, a requirement for all California appraisers.
  • Fair Housing: This cultural competency course will include an overview of the ongoing struggle for fairness and equity in housing.

 


THE RESIDENTIAL APPRAISER SITE VALUATION and COST APPROACH

Target Audience, it’s designed for individuals seeking to become Real Property Appraiser Trainees and those pursuing various levels of appraisal licensing and certification. Core Content: this appraisal course reviews and covers the following key aspects of the appraisal process:

Core Topics

  • Valuation of Vacant Land: you’ll learn how to determine the value of land parcels that are not currently developed.
  • Cost Approach Development: the course will teach you the principles and methods of the cost approach, a valuation method that estimates the value of a property by determining the cost to either replace (construction of a similar, but functional in utility, utilizing modern, up to date materials to those originally used) or reproduce (construction of an exact replica in all aspects and oftentimes a costlier/ more expensive option, including the use of the same materials originally used) the improvements on the land or real property.
  • Current Cost Estimates: You’ll learn to create current cost estimates using Market Extraction, which involves analyzing comparable sales pricing and their related construction costs to determine the cost of building a similar property today.
  • Effective Interview Techniques: The course will cover how to conduct effective interviews (primary sources of information because the appraiser is sourcing the information directly/ first hand) with contractors, suppliers, and other relevant parties to gather information directly for determining cost estimation.
  • Professional Cost Data Sources: You will explore various professional cost data sources (seconadary sources of information because someone else has already done the analysis of the data compiled and determined their contribution/ value), such as cost manuals and online databases, to obtain relevant and accurate cost information.
  • In-depth Case Study: The course includes an in-depth case study that takes you through the entire appraisal process, from the initial assignment to the final value estimate, using various cost approach applications.

RESIDENTIAL SALES COMPARISON and INCOME APPROACH

The RESIDENTIAL SALES COMPARISON and INCOME APPROACH course covers 2 methods to conducting residential property valuations. First we have the Sales Comparison Approach, which is the most common and reliable method. Second we have the Income Approach, which is primarily used for income-generating properties like rental buildings.
Here’s a breakdown of each approach:

THE RESIDENTIAL SALES COMPARISON APPROACH


  • What it is: RESIDENTIAL SALES COMPARISON APPROACH estimates a property’s value by comparing it to recently sold properties with similar characteristics and in close proximity or located within the same neighborhood or market area.
  • How it works: Search for and Identify the most recent sales (three months or less) of Comparable properties that are similar to and within the same neighborhood as the Subject property, adjusting for any differences to that of the subject property, analyze the comparable sales and then estimate the market value of the Subject property.
  • Identify comparable properties: Find Comparable properties that are similar to the Subject property in terms of their proximity or location, size, condition, and use.
  • Account and adjust for any differences in the comparables’ characteristics: Make adjustments as appropriate to the sale prices of the Comparable properties to account for any differences, whether they are present (superior) or missing/ lacking (inferior) in characteristics to those of the Subject property (e.g., age, condition, size, location). It is critical that you only make adjustments to the Comparable properties sales pricing while compensating for any differences in age, condition, size, location, number of bedrooms, bathrooms, and other amenities to those of the Subject property.
  • Taking a closer look: If a particular Comparable property’s characteristic is present (superior) or perhaps it is in fact missing (inferior) to that of the subject property, you would adjust it’s sale price appropriately to balance out or compensate for that specific difference in characteristics:
    • Example 1: A Comparable property has a huge swimming pool and the Subject property either has a tiny kiddy pool or actually may not have one at all:
      • Solution: The appropriate action would be marking down the Comparables sales price by $15,000 or $35,000 respectively speaking
    • Example 2: If the opposite were true and it is the Subject property that has a huge swimming pool and the Comparable property now has the tiny kiddy pool or none at all:
      • Solution: The appropriate action would be to proceed to mark up or adjust the Comparable property’s sales price by $15,000 or $35,000 to balance out the difference.

 


THE INCOME APPROACH


  • What is it? The income approach estimates a property’s value based on its potential to generate income.
  • How does it work? First you calculate the property’s net operating income, then apply a capitalization rate to arrive at the property’s value. 
  • Calculate the Net Operating Income: To determine the property’s net operating income (NOI), Calculate the property’s annual income after deducting all operating expenses.
  • Apply a Capitalization Rate: Next, Apply a capitalization rate. How? Divide the NOI by an appropriate capitalization rate (a rate that reflects the market’s expected rate of return) to arrive at the property’s value.
  • Why is it used for income-producing procperties? The reason why the income approach is used for the valuing of income-producing properties, such as commercial buildings or rental residential properties, is because it directly reflects the property’s ability to produce cash flow.
  • When is it less effective? The income approach may be less effective as a reliable approach for valuing residential properties that are not primarily used for income production.
